Siobhan Harper Director

Siobhan joined Community Health Partnerships in May 2025 as the Regional Director for London and brings over 30 years of experience in NHS and local authority organisations, primarily within North Central and North East London. Her career began in mental health care, in strategic planning and commissioning, where she developed a strong passion and commitment to reducing health inequalities. She moved into broader strategy and commissioning roles, leading the development of new services in acute, primary, and community care. Siobhan played a key role in working with partners and clinicians in developing integrated pathways of community provision, fostering the neighbourhood approach in City and Hackney. This experience in making integration work led her to senior leadership roles across Tower Hamlets, Newham, and Waltham Forest, and she worked closely with acute, mental health, and community care provider collaboratives during the establishment of the North East London Integrated Care System.

Andreas Parzych Director

Andreas Parzych is an Executive Director and member of the Management Board of BBGI Global Infrastructure S.A.. He has over 20 years’ experience in infrastructure investment across transport, social infrastructure, and renewables in Europe and North America. He joined BBGI in 2016 as Director, Head of Business Development, responsible for identifying, evaluating, and executing investment opportunities for the fund, and has played a key role in implementing our growth strategy since joining BBGI. Before joining BBGI, he was a Managing Director with John Laing, responsible for the primary investment activities in Continental Europe. He also worked at PwC in the infrastructure, government, and utilities advisory business

Michael Denny Director​

Michael has over 20 years’ experience in corporate finance, with a particular focus on the infrastructure and real estate sectors. He joined BBGI Global Infrastructure in 2012. As the Group’s Chief Financial and Operating Officer, Michael oversees the Group’s corporate finance activities. Michael is a member of the Management Board and serves on the Group’s Investment and ESG Committees.
