Finchley Memorial Hospital

 

Finchley Memorial Hospital is located in a residential area in Barnet, North London. In 2007, the former Barnet Primary Care Trust (BPCT) decided to redevelop the existing hospital which was founded in 1908, and had grown incrementally by means of ad hoc extensions over the years to meet changing demands but was no longer fit for purpose. North London Estate Partnerships (NLEP) acted as developer under the Local Improvement Finance Trust (LIFT) framework, as well as project manager and employers agent. NLEP also oversee the facilities management (FM) and life cycle works for this building, which is delivered by Bellrock FM on a day-to-day basis.

 

NLEP was in a unique position to deliver this project in a cost effective and timely manner. The use of the LIFT process meant that BPCT could utilise an existing framework, which lead to time and cost savings for the public sector.

 

The new hospital provides specialist rehabilitation and intermediate care, primary care services, outpatient services, full diagnostic services, urgent primary care services, a community pharmacy, community and voluntary group services and access to health and wellbeing advice to the local population. 

 

The building opened on 20th July 2012 following the completion of Phase 1 of the development that included the construction of the entire 9,500m² new building, alongside the Victorian hospital with minimal disruption to ongoing clinical activity. Phase 2 of the construction consists of the demolition of the Victorian hospital and landscaping the former Bow Lanes playing fields to form the completed health campus.

 

The health campus comprises of two five-a-side football pitches and one full size football pitch and there are plans for the local primary school “Our Lady of Lourdes” to utilise the sports facilities as they do not have sufficient space for their physical education programme. There are also plans to include a multi-use games area, these have been installed in the Borough of Camden by the local Council and have led to an increase in the activity levels of the local population. The health campus was designed to ensure that the patient and visitor experience is of the highest possible quality and also includes a memorial garden and a therapy garden that is utilised by the clinical teams.

Forest Road Primary Care Centre

 

The Forest Road Primary Care Centre in Enfield opened on 13th March 2006, ahead of schedule and fully operational. The building was one of the first of a new breed of Primary Care Centres, which provides integrated health facilities for its local residents.

 

Patients welcomed the wide range of services and the design and style of this large new facility. The community are able to get diagnostic tests and treatments, previously only available at the local hospital, on their doorstep. Through partnership working with the former Enfield Primary Care Trust, North London Estate Partnerships (NLEP) were able to realise the vision of providing purpose built, flexible space to deliver a range of services to the locality. NLEP also oversee the facilities management (FM) and life cycle works for this building which is delivered by Integral FM on a day-to-day basis.

 

The completed scheme incorporates a mixed tenure residential development alongside the Primary Care Centre. The master plan features a 43 bed Extra Care Housing scheme, which provides services to older people in the local community. In addition, new homes for key workers have been provided alongside housing for sale.

 

By understanding the commercial and legal requirements of all parties, NLEP were able to make suggestions whilst offering tangible benefits. NLEP achieved the optimum land value for all parties and maximised the value whilst minimising the risks for the former Enfield Primary Care Trust. At Forest Road Primary Care Centre, NLEP have successfully demonstrated how, through working closely with other stakeholders, best value is delivered utilising commercial opportunities. 

 

A number of key benefits have been achieved including:

  • Maximising the land receipt to the former Enfield Primary Care Trust through careful integration of car parking arrangements and shared infrastructure costs

  • Creation of high quality, secure and sustainable new development

  • Contributing towards the regeneration of the local neighbourhood

  • Multiple partners and mixed use development

 

The 3,920m² building includes 4 GP Surgeries, Minor Surgery Suite, Dentist, Pharmacy and other primary care services, as well as facilities available for the local community groups.

Forest Road

Hornsey Central Health Centre

 

Hornsey Central has been an established setting for community based care for more than 50 years. Hornsey Central Neighbourhood Health Centre was created as a replacement for the Hornsey Central Cottage Hospital. The new health centre is a key part of a commitment to moving healthcare closer to people’s homes and to improving both the health of the local people and access to services.


The £10m building at Hornsey Central has been designed for both space and environmental standards that the NHS has for all of its buildings. 


The building was commissioned by the former Haringey Teaching Primary Care Trust with construction commencing in August 2007 and completion of the new building in March 2009. NLEP also oversee the facilities management (FM) and life cycle works for this building, which is delivered by Bellrock FM on a day-to-day basis.

 

Co-located on the site is a Community Mental Health Resource centre. This is a base for West Haringey Community Mental Health Team for Older People, along with a Dementia Care Centre. Thanks to a generous donation from The Lewis and Mary Haynes Trust, a Dementia day care centre provides an invaluable resource for members of the local community suffering from dementia to spend time in a safe and caring environment.

 

A unique feature of Hornsey Central is the space devoted to local charities and organisations, such as Age Concern and the Citizen’s Advice Bureau, as well as local community groups who are encouraged to run health, wellbeing and information services. At the heart of the building, there is a two storey, glazed, public atrium space that provides a backdrop to the listed war memorial.

Hornsey

Lordship Lane Health Centre

 

This innovative, high quality building was handed over early to the former Haringey Teaching Primary Care Trust in March 2007. David Lammy MP for Tottenham and Wood Green formally opened the health centre on 21st July 2007.

 

The £5.2m health centre was built on a restricted site in West Green, Haringey, upon which an existing, outdated healthcare facility was located. The philosophy of the design was to integrate the healthcare services effectively, to bring light into the building and to use natural materials. The influence of daylight in buildings is known to increase a sense of wellbeing and the design incorporates a large courtyard and central atrium to achieve this aim.

 

The building is steel framed with a mono pitch profiled roof, brickwork external walls with feature panels of coloured laminated board. The flexibility of the design enabled changes to be incorporated during the operational phase of the building to include a sexual health service and an expansion of the healthcare accommodation enabling an increase in clinical activity. The project involved the provision of alternative temporary accommodation for the existing clinical services prior to the demolition of the existing building to make way for the new development. The new health centre was completed early to a high quality standard and within budget. NLEP also oversees the facilities management (FM) and Life Cycle works for this building, which is delivered by Bellrock FM on a day-to-day basis.

 

 

The Department of Health National Transforming Community Services programme was a key business case driver with the aim to:

 

  • Develop people and leaders,

  • Innovate and improve services,

  • Reform systems to support high quality 21st century care at or close to home,

  • Improve health outcomes.

 

Modernised, efficient and integrated community services are critical in delivering the quality and productivity programme that is essential to the future of health and social care. Such plans depend on having in place community services that support independent living, intervene early, prevent unwarranted admission and enable the early transfer of patients from acute settings back to an environment that is as close as possible to home.

 

This shift in the focus of care from acute to community settings, requires more effective joined up services and increased capacity. The development of the Lordship Lane Health Centre facility is an example of this initiative being achieved and is having a positive benefit at local level. The building has clearly enabled the former PCT to integrate existing services to develop and provide new services in the community, which include a shift in services from the acute hospital setting and continues to support Haringey CCG.

Vale Drive Primary Care Centre

 

North London Estate Partnerships (NLEP) designed and delivered the Vale Drive Primary Care Centre as part of a Strategic Service Development Plan, to enable a new service delivery model to be implemented.

 

The former Barnet Primary Care Trusts (BPCT) strategic objective was to facilitate the provision of a wide and comprehensive range of primary care services across the BPCT area, from a network of new purpose built premises enabling a shift of services from the acute setting into the community. Vale Drive Primary Care Centre is a major component of this strategy and provides facilities for 3 GP practices and a wide range of community services. 

 

The building was constructed on a sloping site and uses the natural contours to mask the massing of the part three storey building and blends into the adjacent roof line; the building was constructed using traditional facing brickwork.

 

The internal accommodation was designed to be light and airy with bright, vibrant colours for the internal colour scheme.

 

The centre at Vale Drive Primary Care Centre continues to provide the existing services, but in support of the former BPCT’s vision of core and extended primary care for the local population, now also provides a new GP practice, together with some new services previously provided from hospitals. NLEP worked closely with the former BPCT to ensure value for money, affordability, best practice and 100% cost transparency, which is vital when spending public money. NLEP also oversee the facilities management (FM) and life cycle works for this building, which is delivered by Integral FM on a day-to-day basis.
